2 emails later I now have the OEM unlock.. :D although I am not going to unlock the bootloader yet as I dont see any reason to, no custom rom development happening.

Six days after sending the first of several emails, I too now have the oem unlock toggle available in developer options after rebooting. I was gobsmacked when I saw it there in its rightful place - hallelujah!

Hello ..

I have the following question :

1) Is there any solution for missing "OEM Unlock" on S23 Ultra ?
2) some of users are reporting that they were able to get "OEM Unlock" by calling or emailing samsung ? How does this work ? How is it possible software wise ? does samsung send any secret short code ?

It has been written here a few times.
Email to [email protected]
Give all the details of your phone...like serial...IMEI...and as them to remove KnoxGuard OEM unlock restriction.
If you have bought it outright...or part exchanged it...they will remove the restriction...but only when the part ex completes.

This is an enterprise-level lock whereby the phone calls home once a week to verify it should be enabled/disabled

I got confused a little bit. I don't have the OEM unlocking toggle (row) above Running services in my S23U Developer Options.

Does this mean that if I change the SIM card I won't be able to use the phone with the new SIM provider? Or is it just for the bootloader. I am not planning to root it for the moment, shall I be concerned?

I bought it directly from Samsung and so far didn't pay attention to this but I don't want to be limited to a single provider or have other (locking) problems in the future. Also, is contacting UK.president@xxx the only way for getting this removed?

This is unrelated to any carrier lock

Not related to the SIM. Only the bootloader.
Just email [email protected] and they'll eventually sort you out.

Thank you. Just a precaution since I am a bit uneasy to share IMEIs, serial Nos and other personal data to (random) non-personalised emails, at the same time do not want to sort this out in 2025. How was your communication with Samsung going? Did you share everything all at once; is the very same person responding or it gets forwarded somewhere and you both get response from another person and it takes a chain of communications over weeks? You know, they (corp's, especially when they already took our money) would always treat us like plague, scourge, you name it, so wouldn't care too much...

My communication was with the staff of the president of the UK arm of Samsung.
Nothing to be paranoid about. If you want your OEM unlocking toggle...then this seems to a good way. Others called...it seemed. Either way ... paranoia is not the way forward.

It will not work for a phone bought in America. Why ... I do not know. It's your phone ... if you want to reduce the security of your phone and put modified software from some geek...or hacker on your phone ..do it
What are you doing on this forum with this kind of mindset? lmao

The same situation for me, just want it unlocked. I also sent an e-mail to the uk.president, however didn't receive a generic reply that someone above mentioned re: "contacting Samsung". They definitely got my e-mail so hopefully we both get this sorted asap.

I used to root and put dodgy software on my phone a lot....but...if you don't root...and you use Shizuku to debloat and an adblocker in Private DNS...you don't really need to root...and trust your security on some geek.

A little offtopic but mentioning Private DNS and adblocker, is there a no-root way for changing DNS on the S23 Ultra (Android 13) while still using another firewall that utilises a VPN connection? There used to be an app called "DNS Changer" where you could set a custom DNS within it while still using another firewall (No Root Firewall, Netguard, etc.). It was only changing the DNS, nothing else. It looks these no longer work with the latest version of Android - you can only use one app utilising a VPN, while no single app can act as both firewall and DNS changer, and the Samsung's own setting doesn't seem to work.

Yes there is.
Go to settings...
Search for Private DNS.
It'll be toggled to automatic.
Toggle to On...and input your DNS.
Private DNS setting...btw...is an Android setting...not Samsung.
For Adblocking...I use NextDNS...which free and so far flawless. 3 months on.

Last offtopic response, this doesn't or ever work(ed) with the DNS service I want - dns.watch - while this provider works on any other device and is accessible. It also didn't work on my previous phone natively, this is why I used the 'dns changer' app (no root required prior to Android 12/13). Or it may have something to do with the fact I am simultaneously using a firewall that creates a VPN connection and as a result the phone keeps popping messages that it couldn't connect. If Private DNS is off, all connections are fine; if I set it to on with the dns watch parameters, I get disconnected immediately.
---
By the way, I've got a response from Samsung later today acknowledging communication and requesting some more specific details relating to the device. They didn't ask for clarifications which I comprehend as they understood what I wanted and I am currently waiting for my toggle on confirmation.

I tried a few DNS services in Private DNS. They all worked fine for me. I settled on NextDNS because it was most reliable...and has 300,000 DNS requests limit a month. I used about 25,000 of these.
Unfortunately...you can't use the DNS and VPN together. They do a similar job...and the VPN bypasses the DNS server settings....by design.

I just spent a total of 97 minutes on the phone to various support departments in Samsung. For the first 75 minutes, the support person didn't even comprehend the problem, telling me after seeing the download mode screenshot that it's waiting for a download that I need to complete, that's why I have the problem!!

Finally, they gave me a different number to call. The person on the other end of this number comprehended the problem immediately. They gave me clear and unambiguous feedback

    1. Samsung knows about and acknowledges that there is a problem with numerous retail versions of the S23U where Knox Guard is set to Active mode instead of Completed and the bootloader is locked
    2. They will be releasing a software update soon to fix the problem
    3. No, they cannot give an ETA on the software update

    Hope this helps.

The next straw clutch is hope for a new firmware. I can see the logic in blocking them till its fully released to stop people selling preorders early
Not sure if it count! But my wife's S23 got that toggle, both phones arrived two days ago.
Does your wife want to swap?
Phones, not husbands ofc. Although I'm open to it

Y'all is funny! It almost sounds like waiting 7 days for the phone to unlock is the end of humanity.
Its a £1000 phone, it should just work out of the box, Its your hardware, you should be able to do what you want

Its the same situation from this old and very long thread https://forum.xda-developers.com/t/...n950f-fd-oem-unlock-option-available.3673140/

Some people from various regions have it happening, and some don't. even accross the same region, no one ever found out why.

Point is, Samsung shouldn't hide this from us, this is your hardware, And Samsung isn't telling us clearly if it unlocks in 168 hours, its all hidden and undocumented...

Again...only guessing...but I would say...per device. The IMEI of both devices are linked during the transaction. When the trade-in phone gets there...they check that it is in the state that you claimed....and log it as received. They then send a request to the Knox team to remove the lock.

This is me just bashing a guess.....
Which day of the month does the Knox team work - just the 29th this month???
