I just started having this issue. Is there anyway to fix it because I do not want to do another factory reset. This is utterly ridiculous

So far no. I have had to reset twice. The second time the issue showed up after my phone froze and I had to hard reset.

I really don't understand how this is an issue that would require a factory reset. I'm not upset at you if it sounds like that, but this is ridiculous. There is no reason why I should have to do a factory reset for an issue that seems to stem from something leaning over towards Verizon's end.

That's the only thing that worked. I got a new sim card from vzw and contacted HTC support and nothing else worked.

Well, I just factory reset and it's still giving me "Message Failed", so it didn't work for me

Try HTC support . Also try a network settings reset as well as remove and reinsert the sim card.

Might sound weird....but check your APN settings. Sometimes, the phone is set to some random APN. While this mostly affects MMS, it doesn't hurt to look.

Try making sure Messages has all the permissions it needs granted... my girlfriends U11 was having this problem too, but mine never did. Strange.

This seems to be fixed by the following:

Factory reset phone...
Boot, set up phone without SIM or sdcard in device
Once it's booted put insert SIM and sdcard while device is on

Just had a friend have this issue...And that was the fix I found to work

They are yes... And thats how I got them up and running again... Verizon nor HTC had a solution... But what I outlined worked
I think this has something to do with not having advanced calling set up correctly. At least in my case it was. I received my replacement U11 and assumed my Verizon HTC 10 advanced calling was activated since it's always been activated but after swapping my SIM from my Verizon HTC 10 to my U11, I couldn't receive texts or sms. So I swapped my SIM back to my Verizon HTC 10 only to notice the same thing, couldn't receive texts or sms. I called Verizon and they activated advanced calling on their end but it would not activate in the settings. I figured it out by looking in settings/about phone/network carrier and it listed my Verizon HTC 10 as Sprint PCS. So by inserting my Verizon SIM into my U11 without advanced calling set up correctly, the SIM card screwed up my HTC 10. I fixed it by having Verizon remove advanced calling from my account and re-add it, ran the Verizon RUU on my HTC 10, then I was able to activate advanced calling on my Verizon HTC 10 properly on both ends. It has to be activated from the settings of a different Verizon phone and by Verizon's end to work properly. So if your fix doesn't work for someone they can give this a try.

Texting Problem Fixed

We have had a lot of issues on Verizon but have not heard much from enough people, especially from the ones running pure stock. We have been having a lost signal issue where we get a slash through our network bars after a reboot, mostly rooted users after flashing something. I am hoping your issue is just a bad SIM card. But there are known issues with Verizon on this phone, I been waiting for more stock users to report anything. I don't have much advice except I would stay stock if this is the worst of your issues and maybe try getting a new SIM. I had this issue on my HTC 10 and a new SIM fixed it. Good luck buddy.
I did not want to deal with another factory reset, so I figured why not just check for a software update. Worst case scenario, I would have to do a factory reset, which is what I would wind up doing anyway. So I went to settings, software, update, and then updated to the latest software patch and now my texting works again! Perhaps try updating your phone software before hitting that factory reset function. Good luck!

Yeah good deal buddy. Factory reset hasn't been working on the latest texting issues. It's happened to me twice and both times were due to trying to flash something. One was a theme from substratum and the second was a kernel from nougat source. Both times I had to run the RUU. Luckily I was able to flash the data backup from my nandroid so I was back up and running in no time. So if it happens again, do a nandroid backup of your data before trying anything and if the factory reset doesn't work, the RUU and data restore is a saver.

Seems I only have these issues when flashing or messing with system stuff.

WTH Verizon

Same issue. Can't send SMS. I was able to yesterday until I rebooted (just because) and now it doesn't work. I can still send MMS and can still receive SMS.
This is very frustrating. A factory reset is not an option, it should never be an option, it should never be required.
Clearing all caches did not fix it.
Several reboots did not fix it.
It is still broken.

HTC is aware of the issue and working a fix that I've been told rolls out this month for VZW. In the interim, the primary fix has been to roll back to Nougat 7.1.1. But to do that from Oreo (which you are most probably on) is much more complicated than the simple factory reset. If you're willing to root (TWRP then Magisk) and venture down the Sunshine road, it's worth it to get back to full functionality until HTC's VZW Oreo fix comes.

Or just include yourself on all outgoing SMS messages, thereby turning them into group (MMS) messages, or use FB Messenger or some other data messenging app until the radio issue (my assessment) gets resolved.

And as long as you sync your apps/setting with your Google account, restoring everything after the wipe is painless. Plus using Nova Launcher it's easy to restore theme/layouts as well. Food for thought.

Factory reset doesn't usually fix it anyway. The best way is to backup your data with a twrp nandroid, run the HTC ruu back to stock Oreo, restore your data and don't miss a thing. Rolling back to Nougat will just roll back to the complete signal loss issue.

I haven't had this issue in weeks since my last issue. It's not a software issue it is an issue with Verizon and it seems to have gotten better. HTC will promise fixes they know nothing about. I know this cause transferring my sim card to my HTC 10 transferred the sms issue to my HTC 10.

I could be wrong, people could get mad if they think I'm wrong, I really don't care but the best option is to ruu back to stock and restore your latest data nandroid backup. And hope you end up like me and don't see the issue again.

Not sure if it is fixed for me and won't happen again but for now all is perfect. If unlocking and rooting isn't an option I would demand my money back from HTC.

This issue was happening before Oreo.

If it is the radio from Oreo that is causing the issue, and 7.1.1 Nougat is fine, then we should be able to just flash the nougat radio instead of getting s-off and rolling all the way back. But I don't believe that is the issue. Something with Verizon is corrupting the SIM and radio and ruu fixes it.

It seems to me Verizon has been experimenting or working toward non CDMA phones and messing with ours in the process.

Did you talk with someone from HTC? Did they tell you about an Update?

I am on Stock Oreo after Upgrading from Nougat. Rooted with Magisk and TWRP recovery. I noticed that this all started after the Oreo update, as I didn't have issues with Nougat

Of course, otherwise I wouldn't have posted that. Based on what I was told, should be any day now, but many of us will have to wait until the RUU is posted, which lags the OTA by almost a week at times.
