Unable To Slide Up To Close One Recent App

To close any of the recent and open app, i usually just slide up on the recent app and it will close. However, now i am unable to and will always need to "CLOSE APPS" which inevitably will close all my open apps.

Sporadically, i am able to whenever i restart the phone. But after a while, i am unable to.

Any way around this?

Yeah I've had this since the latest. 18 update :/ .

I'm going to completely factory reset the phone and see if it still occurs

Would be really great if you can update us here on whether a factory reset will eliminate this strange phenomena forever.
