Unable to Unlock Bootloader?

So, I bought my Moto G4 off eBay for $100 (link). The seller says that the phones are store surplus units. I tried unlocking the bootloader on Motorolas website.But I got an error saying that my device does not qualify for bootloader unlocking. What gives? It's running 6.0.1. Is there a way to bypass this? Thanks!

By any chance did your phone prompt you to login to Amazon at setup? If so, then as far as I know, you won't be able to unlock it since moto has since stopped offering the oem unlock key for Amazon subsided devices.

Nope. Was running the retail software channel.

Looks like you will have to call or contact Moto Directly to get an answer, cause if it was originally on the retail channel, there is no reason to deny you the ability to unlock your phone.

I called them and they had no clue what the bootloader was.
