Not sure but my guess would be yes, it is a security measure, if your phone is stolen and someone unlocks the bootloader the data is deleted so they have no access to it, logic would therefore say it should be wiped.
If you have the SD set as removable rather than internal you can just pull it to keep things safe.

I just unlock with sd card and it doesn't erase it
