Unlock phone for international use

I have do something reading online, saying that even the note 3 is unlocked. There is no way that i can use my phone oversea (by using the oversea SIM card). Does anyone has more information about this??

If im spending $700 on a phone, it better works all over the world.

As long as you activate it first with a simcard from the region you bought it it will work.

say im bring the phone back to hong kong, i can use the hong kong SIM on note 3 after unlock?
