Newflasher v11 just came out, and i can confirm it works. If you get on the newer baseband and bootloader, you can fastboot flash the patched boot.img. TWRP is also available nowNewflasher didn't seem to work either. Fails to flash couple of the firmware, as well as bootloader specifically.
I'm having the same issue on the XA2 Ultra H3223 as well. ADB detects my device fine but when I go to the bootloader Fastboot doesn't detect the device and Device Manager (running Windows 10 x64) says the Android devices aren't installed. Yet I have the Fastboot devices installed via Minimal ADB And Fastboot. I feel like a dog chasing it's tail at this point. Normally I never have issues doing stuff like this as well.i have a h3223 and cannot get past this one part. i have been stumped for hours. every time i try to fast boot something from bootloader, i get waiting for device. i have tried updating everything and new drivers. nothing is working. any help would be appreciated.

You may to check to see if you conflicting USB drivers.

H3223 Magisk root confirmed using unsin! Thank you so much!
EDIT: "Busybox for Android NDK" magisk module also installs and works without a hitch

I got it! These drivers finally let me get Fastboot working which in turn let me finish the bootloader unlock process. My XA2 Ultra is now unlocked with TWRP installed and Magisk rooted. Thanks for helping everyone involved! One thing I noticed is TWRP doesn't seem to want to stick even after flashing it (temp install via Fastboot then flashing the zip within TWRP for perm). I'm having issues getting Xposed to install. Which version did you use? From what I see on the Xposed thread it's a bug in the current Sony firmware not just on the XA2 Ultra but other devices that is causing this. So hopefully either a work around is done or Sony fixes the issue themselves that is causing this. Thanks for the info. it works on 50.1.A.4.102 and lower, 50.1.A.5.59 breaks it.
I flashed the older firmware, but the baseband version won't downgrade, not sure if sony has something preventing it from being downgraded, so I'm waiting on a new version of Xposed. I already reported the issue on GitHub
