unlocking bootloader without sim card on Mi Pad 4 Plus

If there is a way to unlock bootloader without sim card and use of mobile data?
In developer options, Mi Unlock status, it requests to turn off WLAN and turn on mobile data to Add account - associate it with the device.
Mi Unlock tool fails unlock without it.

I don't know about your situation but on my Mi Pad 4 wifi, I can add account normally. I add my phone number to the mi account before though.

My is Mi 4 Plus, with wifi and mobile data.
I added the tablet to Mi account, added my phone number to Mi account.
It still asks to turn off the wifi connection and turn on the mobile to associate my account with the device.

Just wondering if Mi Pad 4 plus with mobile data + wifi could be converted to wifi only by loading Mi Pad 4 software and after that unlocked and converted back to Mi Pad 4 Plus?
