You must have Root access and TWRP recovery installed.

1. Download the rom zip file from here:- LINK
2. Download boot.img from here :- LINK
3. Boot to TWRP recovery.
Take Complete Backup of your System.
4. Wipe system, data, cache, dalvik cache.
5. Flash the BlissPop zip file.
6. Install Google Apps Package (Gapps)
Download GApps Modular from here :- LINK
Download GApps Mini from here :- LINK
7. (Optional Install C-Apps from here) :- LINK
Done :-D Reboot the wait and to see the taste of BlissPop 4.0.3 :-D
