Ever since last month's update, an app has been triggering ANR messages. The app itself doesn't actually freeze up, but the ANR messages are very disruptive, to the point where the app is unusable—every 30 seconds it prompts me to close the app or wait, no matter how many times I click wait. Is there any way I can change the timeout settings?

Which app? You should contact the app developer. It seems it was not updated for Android 13.
Check if you accidentally enabled "Always show crash dialog" and/or "Show background ANRs"
Didn't encounter this problem myself with apps, designed for older Android, so maybe it's fault of dev settings
