Updated Moto 3 2015 and it is Stuck in Bootloop! Nothing seems to work!

Greetings, I'm posting a new thread here because I wasn't sure if this would be seen in the thread I posted it in. Please treat me kindly.

I updated phone to the new OS and my phone went into a boot loop. Booted my phone in Fastboot to try to Factory Reset, it won't reset, it just goes back into Boot Loop... *sobs* I've looked everywhere to find a solution to the following problem, and I'm posting here in order to avoid making unnecessary forums.

My Issue:
As stated above, I updated my phone and it went into boot loop. I am trying to flash it to the previous version, but because I can not factory reset my phone I can not flash my phone. I can not unlock the Bootloader because my USB Debugging is disabled and can not be enabled because my phone is bricked.

I've tried clearing the cache - wipe_data | wipe_cache | fastboot format userdata

I've tried

Only to later find it did not work due to my Bootloader being Locked...

Here's what I'd like to know: How do I Factory Reset my phone OR Enable USB Debugging from my computer?

Heck, why not tell me both, I can really use the help as this is my only phone and Motorola REFUSED to fix my phone due to some magical liquid damage... to a water resistant phone... that was never once touched by liquid of any kind... but I digress... [...vents on]

About my Phone:
Model XT1548
Rooted: No
Bootlader: Locked
Flashed: No (I believe)
Cause of Problem: Update to Marshmallow

ADB Debugging cannot be enabled except through the Developers Menu, which you have to be able to boot-up for. USB Debugging is not required to unlock the bootloader, fastboot is all that is required, but enabling the OEM Unlocking switch in the Developer Menu is a prerequisite.

You should be able to factory reset your phone, start the bootloader and select Recovery, after several seconds you should see Andy laying on his back saying No Command, hold POWER and tap VOL UP and release both to get to the menu and perform a factory reset.

Remember that the first boot can take in excess of 20 minutes with nothing appearing to happen, it can seem like forever.

Also, you do not need an unlocked bootloader to flash a factory firmware of the same or higher release than what you have, if you can get the same or higher level firmware you can flash it with fastboot, unlocking the bootloader is only a requirement to downgrade.

The problem is that I can not factory reset the phone from fastboot. The only recovery option I get is Recovery Mode which sends me back to Bootloader logs. I have tried every option in Fastboot all of which lead me either back into Fastboot or into the boot loop.

I wanted to unlock my Bootloader initially so I can wipe my phone clean and flash it via my computer, as it can not be done from the phone itself. But since I can not access my developer options yo enable OEM unlocking (thanks for the correction btw), how then can I unlock my bootloader? Rather, if unlocking the boot loader is not necessary, how then do I factory reset my phone via my computer as it can not be done through the phone itself?

When I tried the wipe codes it shows it can not be done due to file type "raw" which, in order to switch it I need bootloader unlocked... see my dilemma?

To add: Also, I would prefer to downgrade because F%&! their update, I just want my phone back. Lol

Just flash the current factory image via fastboot, the bootloader does not need to be unlocked. Then if it still won't boot, factory reset and do the process again.

If all this fails, your pretty much out of options other than send it in to Moto.

Motorola refused to repair my phone due to liquid damage, which I don't believe is true because my phone never once came into contact with liquid of any kind. Nevertheless I've tried sending it in.

Is it safe then to flash without factory resetting? If not how do I reset the phone via my computer?

I really don't want to have to buy a new phone or send to third party repair when the damage is due to an update spammed onto me by Motorola. It's not very fair. But I digress.

I don't think you understand... Flashing the image will not damage your phone, as long as you follow the directions... The key here is recovery is not working, you said it just reboots, you need to get it working one way or another, so flash it.

If your not willing to try things, won't/can't send it in for repair, and have a locked bootloader then you might as well just throw it out and buy a new one.

If you fail to factory reset in stock recovery *before* flashing firmware, you will usually end up in a bootloop. Your phone won't melt down, just a cute bootloop.

Try this command from the start-
