[URGENT] Is someone trying to track my phone?

PROBLEM SOLVED!






Hi, this is not my phone, it is my mom's phone. (Samsung Galaxy S4 Mini International)

Her battery life has been terrible, so I went to Settings > More > Battery, and found that Google Location Services is using 70 - 80% of her battery.

There was also a notification in the pull-down menu that said "Samsung has blocked an unauthorized person from accessing your phone. Press "Update Now" to update the security policy. It will use less than 500 KB of network traffic."
So I pressed "Update Now" and it instantly said that the latest updates were already installed. This Message was a UI popup, not a webpage.

What should I do?

Help will be greatly appreciated! :)

If you go to the settings >about phone > what is the model number of the phone, just curious.
About the location thing, go to settings >location >Google location reporting >you should be able to turn the location reporting off. As for the battery, if her phone has ever been rooted, you might look at flashing a custom rom. Sometimes a phones battery life can improve by flashing an undervolt rom, (I think that's the term) what that means is that the phone would use less battery power for the regular things that it does. Plus, rooting the phone would allow you to get rid of a lot of the "stock" bloatware that comes already installed on the phone. I hope that helps.
