If you scroll down that page, yes it appears that it is the xt1768, Moto e4. Even though the title says Moto E.

For those of you that have unlocked the bootloader on the USC XT1768 and have switched to the retail ROM, what's the latest security patch you've received?

Sorry for the noob question, but do I really need to unlock the bootloader to flash the retail firmware with RSD Lite?
what were you doing wrong out if curiosity? i am having the same issue with my regular moto E4.
I did and I got my key from Motorola as well
