Seems you don't have signal, so it can't activate without that. Here are you options:
1. Make sure there is a working, activated SIM inserted.
2. Go to Verizon and see if they can do anything about it.
3. If Verizon can't get it to activate, contact the ebay seller and hope for a return. If he refuses, you may be able to file a claim with Ebay or Paypal.
