You can get it in this thread. I've confirmed that its work on the Incredible. It has some pretty nice features.

It can turn on automatically on BT connect.
While in car mode you can say "Hey Vlingo" to wake up the voice action prompt.
SafeReader turns on automatically and will read your text messages.

Everything works well except the bluetooth connection. Starts up okay automatically when bluetooth is connected, but won't communicate via my Jawbone II. And when I turn off the bluetooth headset, it re-boots the phone!

It's still in beta, but when this app gets up to speed, it should be pretty awesome.

Played with this yesterday - I love it - very slick and a great way to wow and impress your friends.

Only problem I noticed is once you start to navigate - you're out of the Vlingo app and shouting Hey Vlingo! at your phone will not get it to answer :p

The reading of incoming text messages is pretty sweet too - and it's voice recognition seems to work quite well even with the windows open and the radio on.

I absolutely agree. This will be awesome once it smooths out. I tested it a bit today and it mostly worked but there was a little random funkiness while using BT. It worked fine with my Blueant speakerphone and headset but there was a reboot in there somewhere.
This is the only thing WM did better than Android. Nothing has even come close to MS Voice Command until now. This has the potential to be even better since it keeps the gateway open. VC was press a button on the BT and speak and you just ask for this to kick in. Recognition is miles better than native android Voice and the speech is actually audible.
