This is a simple method as EFS restore method, but little different and it will work for all Nougat ROM.
Cannot sure if it works for all , and will update with other methods soon.

Requirements: TWRP ZCX Recovery (This is must, other recovery may cause softbrick)

Downloads:

1. TWRP ZCX Recovery

2. xiaomi.eu_multi_HMNote3Pro_6.11.3_v8-6.0.zip (Download from the below link omly, it is not official or developer MIUI ROM)

3. CM14-firmware-20161115.zip

Instructions:

1. Start from any ROM, reboot into In TWRP ZCX , click 'Wipe', then 'Advanced', after that select 'System', 'Dalvik cache', 'Cache' and 'Data' and 'Swipe to wipe'.
2. Then go back thrice to return to main menu and click 'Install' and find and select the xiaomi.eu_multi_HMNote3Pro_6.11.3_v8-6.0.zip package and 'Swipe to confirm flash'.
3. Reboot into the ROM and select the deafault "Jio internet" apn, do not add "Jionet" apn or any other (you have to enable volte in that default apn only).
4. Now volte will not work as usual, reboot and confirm it.
4. Then reboot into In TWRP ZCX , mount "cust" , go back and click 'Install' and find and select the CM14-firmware-20161115.zip firmware package and 'Swipe to confirm flash'.
5. Reboot into the ROM, and now you should have VoLTE. Make a call and check. Then Reboot into the Recovery again.
6. (optional) Backup "EFS" and "MODEM" partition for future.
7. Now in TWRP , click 'Install' and select any VoLTE enable ROM and 'Swipe to confirm flash'. If the ROM has not volte, flash sudeep bro patch v2. And if the ROM contains firmware (rare case) , restore the "EFS" and "MODEM" mentioned in step 6.
