Tried on OnePlus 6 running OOS 5.1.9 with Orange Romania Simcard. using Telefonica UK you get the logos in statusbar but you can not place or receive calls.
Then I used Telia Finland Option instead of Telefonica and now it works

No, the activate button is just greyed out after clicking it. After that reboot your phone and it should work.

5) Open "Software Download" in your QPST start menu folder,

And check if it remember your last activated SUB0 and SUB1.

if it did not remember - you probably did not remove " right click on "Oversea-Commercial_DS" and deactivate Sub0 and Sub1
Click on Oversea-Commercial_DS again and click on remove"

This one should not be on the list, if you do not remove it it will go back to it each time you restart the phone.

If it did remember and doesn't work... then deactivate sub0 and sub1, and activate on next one. Until you find one that works...
