weird question

I am inn the process of downgrading to lollipop from MM with odin and then rooting. I understand I cant unlock my boot loader: I'm 11 on the EEMC check. My question is even though I can't unlock, can I install recovery and flash lollipop roms? or am I stuck on rooted stock?
