What does mean "That Kernel and those libs " or "That Rom"?

"That ROM" is a leaked ICS build for the Atrix made for AT&T. It's incomplete, the kernel doesn't work properly so devs are still working on it.

Don't know why they call it that way, I think there may be some legal issues (most likely AT&T complaining).

Let's make it simple

That ROM = ICS leak
That kernel = kernel from ICS leak
Those libs = The libs from ICS leak

And just to clear this, those names are mostly because they want to name it that way, maybe to keep the mystery or something. It all began because the person that leaked these files (epinter) after a couple of days after the leak, he asked Kenneth (Forum Moderator) to delete that thread, after that incident, everyone was making up lots of theories about why the thread got deleted. Some even suggested Apple as the culprit, but Kenneth then clarified everything and said that there was no problem at all using these files to dev, that he took the thread down because epinter asked for it.

Thats what happened.
