Can you give a bit more context? Googling CNE is pretty worthless as you might imagine. There are a lot of things those three letters could stand for; any clarification would probably go a long way towards getting an answer.

Im a tweaker and see many references in the build prop to the cne module. Before I start playing around I just wanna know what the module covers. I boot loop often from screwing around so no biggy on that. Just don't know what ill be tweaking

Man, this is a tough one. Best I could find is that the acronym stands for "central network element" but then I looked at a few different build.prop files from different android devices and some of them reference hdmi in the cne element section, which is a bit baffling. I mean, I know that you can do network connections via hdmi, but it still seems kinda weird to explicitly have an entry about it. In the examples I looked at it definitely seems like something network-related, but unfortunately I can't get more specific than that. Hope that this is at least marginally useful information.

They don't want you rooted, they locks bootloaders for blame your mistaken actions in case of deleting something that is part of the os, they don't care about destroying devices using R.A.T. via cne, ate least consumers lawsuit. If this was a hw qualcomm piece, why my wifi , my carrier signal are not affected after deleted the cneapiclient.jar and remove cne lines from the build.prop?

CnE—a connectivity engine that is part of Qualcomm’s chipset solutions.
CnE autonomously estimates the performance of each of the available links on a real-time basis, without any user intervention, and selects the best possible link for the type of application the user is trying to use. The performance estimation looks at a multitude of parameters from an end-to-end perspective, covering not only the last-mile air link to the users, but also all the way back to the Internet. Some of the parameters considered for the decision include signal quality, available bandwidth, speed of the Internet connectivity, latency, as well as the operator policies regarding which apps/services are allowed to be moved to Wi-Fi and which are restricted to 3G/4G.
