What is the /Dev folder in Samsung phones? the files inside from where they come?

I have a quastion about the /Dev folder in my phone, what is it, the files inside from where they come, in which part of the ROM come the /Dev? for example in boot.img, recovery.img or system.img?

AFAIK the /dev directory contains the special device files ( device drivers ) for your phone that are not the standard .

Thank you very much, last question please, from where came these files or drivers, I don't know how to explain, I need to know which part of the ROM.zip has these files, in boot.img? vendor.img? recovery.img? or which?
