After some readings I think they will be giving them out at Google IO with the new android 4.3. Not for sale, as they did last year with the white nexus 7.

You took the words right out of my mouth. I'm certain this will be an I/O giveaway just like the white version of the nexus 7. Whether they bring it to retail on the Google play store is unknown.

I/O tickets were expensive and were sold out instantly... they deserve a unique giveaway at least

White Nexus 4 pictures go back to earlier this year. Typically white Nexus devices have been special give away releases only, not for sale.

One thing I didn't like about past white Nexus phones, was that the front was still black. So with case on it, could never tell it is a white phone. Why not make it white all around like Samsung or Apple does, do then with a white case on, still looks white all over.

The price for an I/O ticket is pretty much the price for all the hardware you receive there as "gifts".

pardon my n00bness, but wasn't the white GNex for sale too? There're many for sale (2nd hand) in my country, and it isn't at exorbitant prices either.
