Why no Android 9?

So I've had my xperia xz1 compact since 2018. It has android 9 which it was updated.

I bought an xz1 and it only has android 8. How come there was no update?

Sorry if this is a basic question. I'm a newbie thanks for answering.

Any way I can get an update to android 9 like my xz1 c?

check for updates with Xperia Companion. the "Software Update" in the Settings app is bs sometimes....
