Why no Bounty Thread?

Just wondering why the AT&T and Verizon S4 have a bounty thread for a full bootloader unlock and we don't have one?

I'm pretty sure that there are more International versions than the other versions so why is no one interested in getting their bootloaders fully unlocked...

I believe the international versions do not have a locked bootloader

I read somewhere on here that the bootloader was locked. When in fact, it just has a secure bootloader...
