By default yes. You can turn off WiFi scanning in WiFi > advanced > scanning always available.

If you turn it off location services won't work as well.

Yes if you have "Scanning always available" enabled in the Wifi Advanced settings area. It's there in the setup when you first setup the phone and most people just click next next next and not read a thing.

So just go to settings - wifi - tap the 3 dots for menu - Advanced and disable it.
