I understand what you say but I still believe it is oem related also. Samsung nowadays, it's not the same company it used to be in the past, when all their devices was completely unlocked and actually helped moding. Now she does exactly the opposite. Even to root their devices it's a pain.
I also have windows tablet galaxy book 12. 2500$ when it started sales. Probably the only one which you can't installed Linux, android etc. Every similar device like Microsoft surface do support. Samsung didn't even supported windows 10 updates, and having problems after a while if you updated (everybody, not just me). You had to stay to older versions. Basically Samsung tried to make you buy the next model.
I'm not a hater. On the contrary, almost all my devices are Samsung. But I know the ups and downs, and developing of the community is not in the ups nowadays.
There is Tab s6 pro with Snapdragon 855 (i also have it). It is best seller device. No development on these also. There isn't any real possibility to run windows in it. Guess why? Samsung has changed everything in the way it installs Android to make it almost impossible to do anything else except root.
So saying it's not oem related is simply not true..
