Windows RT Store is th same as is present in Smartphones Windows 10 Mobile??

The Store is the same as is present in smartphones with Windows 10 mobile?

Apps available are the same?

RT = Windows 8(.1) based but on ARM, so comparable to Windows 8.1 Store if the app supports both (Phone and Desktop/Tablet).
