I followed the steps more than once and no luck. I even cleared the cache before logging in again one of those times. It actually kept me logged into the play store until I cleared the cache. I also signed out of all android sessions that I didn't recognize just in case.
Perhaps instead of clearing the cache, we need to clear the data instead. Please force-stop, and clear the DATA for the following apps: Google Play Store, Google Play services, Google Services Framework, Google Account Manager, Download Manager, and Downloads.
interestingly enough, some have reported that toggling on Battery Saver seems to work. Not sure how, but it could be worth a shot. Battery Saver can be enabled through the settings app by toggling on the Power > Low Power Mode option.
If none of the steps above worked, you may need to nuke (uninstall) Play Services from your tablet and try a re-install. If it comes to this, don't forget you can use the Toolbox to it via the Google Play Services (Manage) subtool.
