Ok, so I made TWRP flashable zip with new MIUI 7.11.10 thermal files.

Added missing lib and lib64 files.
Added addon.d script.

If the treble enabled zip is flashed via twrp and goes into the vendor partition I guess the device will still pass safetynet (as the system partition hasn't been touched)?
