Just noticed that the Verizon Backup Assistant Plus still sends a toast once a new SIM is inserted whether its a different Verizon one or a different carrier. Besides that I haven't really seen any toasts since. Idk if MS' new Diagnostics trace logs can be used for those who have Full FS on WP 8.1.
Toasts are still there, but now that there's also "silent" notifications in the action center, the toasts have been sort of "reserved" for important stuff only.

This is easier said than done. The previous posts indicate that things have changed with 8.1. When/if we figure out a way to provide similar functionality, it will be updated. Until then, follow the thread for updates

I took a look through the Windows Phone 8.1 Emulator and ShellChromeAPI.dll is still there. When I ran it through the dependency walker, it indicated that the following entry points are present:
Shell_PostMessageToast
Shell_PostMessageToast2
[email protected]@YGJXZ (C++)

I was also doing some reading and there is a new requirement for Windows Phone 8.1 wimnd apps to require ToastCapable="true"> to be set in the .appmanifest file. Perhaps if we can figure out how to set this in the appropriate xap manifest, things will "just work" again.... I was also wondering if we needed to use the published C# API so it knows that we will be making toasts and can add the app into the action center.

we know Aerize Explorer , IM+ , Cloud Raiders(game) or many other apps can send notifications .
I think *maybe* Toasts are available for apps confirmed in Windows Phone Store
Toasts are also working for homebrew apps as well. Why they shouldn´t ? Today I have added toast and notification center support to IO Explorer successfully. You just have to enable toasts in the appxmanifest file as written before.

I think there is a misunderstanding here , toasts are working normal for inapp operations , but you can't toast for another app (the one app can't toast for another app, or call another app)

That´s true. You can use toasts only for inapp operations. Launching other apps as we could do before isn´t possible.

This option is only available in WP8.1 apps but this option is not available in WP8 apps as Native Toast is on it
I don't know why native toast launcher is not working anymore .

But fore example nokia here maps can open here drive when you want to navigate
It doesn't send toast but it launch another app i think it's good to check that

OEM´s have higher privileges. I can launch any installed app, too. You just need the right capability.
I described it in another thread.

Edit:

Check here if you want to launch other apps: http://forum.xda-developers.com/showthread.php?t=2524103
