Works on the ATIV S which means only Samsung RPC component has write access to that key. Could you check out the web server can write that key?simple one...vibra feedback off for capacitive buttons
Same issue here.just tried you update, I'm not able anymore to change the splash.
The screen remains always to 'startup' or shutdown even if I try to go back.
Splash screen changes when you update to 8.1 and the old version did not work on 8.1. I'll take a look on the issue maybe tomorrow. You could try creating a folder called WPHTweaks in your phone's internal storage (C:\Data\Users\Public\WPHTweaks) and try changing the splash again.Same issue here.
I select the picture I want, then when I press either "Startup" or "Shutdown" the phone just sits there. Back button does nothing, home button does take me back to home screen.
Note that I had changed these with the previous version and it worked fine. Also, the reason I tried to change them here is because once I installed the new version and ran it, my splash screen changed back to stock without me doing anything.
I haven't reinstalled the old version to see what happens because I really don't care that much, just thought I'd report this in case it's a symptom of other possible problems.

You don't need full FS access for the folder, it's the one called Phone in Explorer without full FS access. I have told you many times that you can't use the older version on WP8.1 to change splashes because it used to save the splash in the app isolated storage folder and the path was hardcoded to the WP8 app data path which changed on 8.1 update. The new version saves splashes in the folder I mentioned above, but the creation of that folder is failing now for some reason.
I'm not sure if it's wise to modify those values so I'll leave them out for now.@jessenic:
