With full GPS support, you can be located on the earth via satellite without the need to be connected to a wifi or mobile network.
From what I have read on this site, The wifi-only Xoom is getting full gps. This doesn't mean you can go into google maps and map without a network seeing as how you need the data to download the map information. But knowing your lattitude and longitude, and tracking yourself on pre-saved maps will be possible on the Wifi-only Xoom without a network.
As of this moment, I don't think there is an app that allows you to save predetermined maps onto your system for you to use a GPS with later. But I bet they will be out soon seeing as how the xoom is the first tablet to have these functions.
