Xt1049 Gsm Unlocked but message not work.

If anybody have some knowledge about solve my this issue.
In xt1049 apn, tethering and even messaging not work in. I want to make a debloated rom.
Main issue is that messaging not working properly always error message not sent. All repw apk removed but still the same any kindly with issue.

Ussd code also not work I think there is issue with RWtelephony.apk can anyone help me to solve this issue. i am in stock 5.1 lollipop R-15 firmware.
