Z3 and pebble

Hi i need help with z3 and pebble. I have rooted z3 using kingroot using stock rom. My problem is that i use my pebble to enable my mobile hotspot while i drive it's easier and safer for me than pulling my phone out when i need to use hotspot. i have an lg leon on lollipop that works, but for some reason i cannot get it to work using z3 lollipop. i have given one of the programs root permission it is called dashboard for toggles, it gives a toast saying that it has been granted permission but it does not enable the hotspot. my z3 is with tmobile. i was forced to take this phone because of service issues with my flex that is no longer available. i have also made the app a system app through titanium backup, it did not help. the hotspot can be activated on the phone without any problems. i did not to my knowledge unlock bootloader i'm not sure if that would have any affect as to why it would not work. Any help would be appreciated.
