chargeing

HI guys , I've bought a cheap Nokia usb calbe that is working for data transfer on my X8 but is not chargeing battery. Phone shows chargeing but nothing happens and more than this after 1 hour of "chargeing " battery is with 2-3 % low. I don't understand why... as long as I can transfer...
