You first need to have a great game to begin with, that way any users you DO get will have a reason to come back and also to share which will be a huge part of your growth. The hard part's getting started, you can get small blogs to write about you then slowly gain more users.

There are many ways to gain more users. Depends on your business model and app:
1 - Use your social network to spread the word about your application (Often you have to have a large and diverse social network).
1a - Reach out DIRECTLY to your friends and family via social media to get them to spread the word. Simply posting allows them to ignore the request/post and creates a bystander affect. They think that someone else is going to help so they don't take the time. Directly asking your friends/family for help or a favor will call them out individually (removing the bystander affect) and it will improve your relationship (The Ben Franklin Effect).
1b - Identify your network nodes (people that have a large diverse following that reaches many other networks of people that are independent of each other). Network nodes are people that have built a large following in their social media and tend to get a lot of active responses to their posts. Work with them to promote your product (see 1a or offer kickbacks).
1c - Actively work to expand your social network with the understanding that you will use this network to promote your products.
2 - Use your other applications to promote your other products/projects.
2a - Don't have other applications? Look into the cost to advertise with other similar apps to target people that have already shown an interest in your style/genre of apps.
2b - Use in app incentives to get people to want to share your app. Sharing = free in game/app items/features. Installing other apps of yours and confirming can also produce in game/app rewards.
3 - Post QR codes on business cards at businesses and frequented locations with free to advertise boards.
3a - This again, depends on your app/game/business model. Target real life places with free or cheap advertisement spaces that would have a high chance of your target audience frequenting.
