Cannot activate high accuracy location

I cannot activate high accuracy location on my Verizon s8 plus. Most apps require high accuracy location. As soon as I click authorize, I get a notification about "Izat" services authorization to collect data. I click accept and it goes back to device only. Is there a fix? I'm sure there is another pop-up right after I authorize "Izat" that disappears quickly and can't tell what's written in there.
