QuietHours were never about suppressing notification views nor turning off native Active display.
Only about suppressing properties like LED/sound/vibration. This means behavior you described is OK according to current design.

Regarding Overriding Vibrations
After overriding vibrations for the notification of an app, when I try Preview option in the per-app settings of GravityBox, it sometimes creates vibration and sometimes doesn't. But the overridden vibration works for the notification.

Is it a bug?

I am a Samsung S8 Plus (8.0.0) user.

I have j610f running pie 9.0 and one ui v 1.0,
Show date, seconds and AM/PM does nothing when turned on, not working

Edit : my bad, didn't notice that this forum is for O version
