I tried to sysemize the module as well on my Q Andr - but no luck.
Although the app declares it wants "android.permission.UPDATE_APP_OPS_STATS" - there's some java bug that don't allows it to get it even though I force it using 'pm grant'
Code:
dumpsys package at.jclehner.appopsxposed.re
...
requested permissions:
      android.permission.WAKE_LOCK
      android.permission.GET_APP_OPS_STATS
      android.permission.UPDATE_APP_OPS_STATS
      android.permission.WRITE_EXTERNAL_STORAGE: restricted=true
      android.permission.READ_EXTERNAL_STORAGE: restricted=true
...
PM granting....
Code:
255|OnePlus3:/ # pm grant at.jclehner.appopsxposed.re android.permission.GET_APP_OPS_STATS
 at.jclehner.appopsxposed.re android.permission.GET_APP_OPS_STATS <
So far ok... but there's a bug with granting UPDATE_APP_OPS_STATS permission.
Code:
OnePlus3:/ # pm grant at.jclehner.appopsxposed.re android.permission.UPDATE_APP_OPS_STATS
jclehner.appopsxposed.re android.permission.UPDATE_APP_OPS_STATS <
Security exception: Permission android.permission.UPDATE_APP_OPS_STATS requested by at.jclehner.appopsxposed.re is not a changeable permission type

java.lang.SecurityException: Permission android.permission.UPDATE_APP_OPS_STATS requested by at.jclehner.appopsxposed.re is not a changeable permission type

@asdf2345: It means "permissions manager grant". It's a way of handling permissions with commands.
