Slow speed data transfer in usb 3.0 notebook with original cable

hi guys, im trying to transfer big files to the internal storage of de moto z2 play, but the transfer speed its the same in the usb 3.0 port and 2.0 port in the notebook.

with a external hdd the transfer speed its much more higher, anyone know how to explore the full potential of de usb-c 3.1 of the motorola z2 play?

Its USB 2.0 only, but type C.

Even with a New cable usb 3.0 the speed continues slow anyone have any ideias to this problem?
